The entire settlement enterprise began 35 years ago with an incident similar to this week's - an illegal settlement, which the government then retroactively legalized at the urging of several misguided intellectuals. The battle over Havat Gilad is reminiscent of that beginning, which has since, together with Palestinian terror, pushed the state into a political and spiritual blind alley. Ten years after 1967, there were still only 31 settlements with 4,400 inhabitants. Now there are more than 120 'legal' settlements with almost 50 times as many settlers. There are also some 90 illegal outposts containing 700 to 1,000 zealots obsessed with rocks. The battle against the removal of these outposts has become one of the most dangerous of all the settlement tactics. The threat they constitute is far greater than one weekend's rioting.

Even if the settlement enterprise were not a huge barrier to any agreement, the behavior that fuels it constitutes a national threat because of its creeping Jewish fascism, which is still hidden from the eyes of most Israelis. The extremist, fundamentalist settler right - for all the innocence of some of its activists - has rapidly become a threat from within no less frightening that the terror from without. That is the reason it must be fought uncompromisingly"

Report calls on Sharon to enforce the law on Jewish settlers in Hebron

A report compiled recently by security officials and presented to Prime Minister Ariel Sharon and Defense Minister Benjamin Ben-Eliezer calls on the two to act immediately to enforce the law on Jewish settlers in Hebron. The report's authors claim that the settlers are acting freely to 'establish facts on the ground' in Hebron, without Israeli authorities acting decisively to stop them.

First, settler leaders "mark out" targets to be seized. Next, young Jewish activists use violence to remove Palestinian homeowners from their properties. Jewish youths then break into the Palestinian homes; though they might originally be removed by the IDF and policemen on the scene, the young people return to the homes, remove property owned by Palestinians and prepare them to be taken over by settlers.

One Israeli security source contends that "an ongoing procedure of evicting Palestinians" is afoot in Hebron. Its aim is to "enlarge the Jewish territory," the source says. "

The dispute over the Shaba Farms, the narrow 14 kilometer-long, and 2 kilometer-wide strip near Mount Dov is a microcosm of the Israeli-Arab dispute. That's what sent Dr. Asher Kaufman from the Truman Institute at the Hebrew University all the way to the archives and Cartographic Institute in Paris, where he found documents that buttress Lebanon's claims to the land.

'Many Israelis view this conflict as yet another indication that the Arab world has no intention to reconcile with Israel's existence in the region,' .... 'From the Arab side,' says Kaufman, 'it is seen as yet further proof of Israel's expansionist nature. ... Many truly believe that Israel still occupies this area in order to exploit the region's abundant water resources ...

U.S. President George W. Bush's speech placed much of the onus on the Palestinians for ending the cycle of violence, with a personal focus on the Palestinian Authority's chairman, Yasser Arafat. But he also expects Israel to do its part to remove the obstacles on the way to ending the violence, both in the political sphere and with regard to the welfare of the Palestinian population. Israel, therefore, cannot consider Bush's speech as support for an extended stay in the West Bank and Gaza. "

This is a poor excuse, similar to the excuses Israel refuses to accept from Arafat when he does not use his authority against the terrorists. If Ben-Eliezer is deterred from fulfilling expectations placed on him as chairman of the Labor Party and, as a representative of the party, holder of the defense portfolio, then he has a simple choice - either resign or join the Likud.

June 1967: The Israeli military invaded the West Bank, Gaza and East Jerusalem. These areas of historic Palestine under military control are the 'occupied territories,' which are systematically being incorporated into the state of Israel. These illegal policies are in violation of Palestinian national and human rights, as recognized in international law, UN resolutions and the Geneva Conventions.

Jerusalem: Israel annexed about 10% of the West Bank and incorporated it into Jerusalem, surrounding the city with massive settlements for Israelis.

Land: Israel has seized a majority of the land as military bases, settlements, security areas, 'land reserves,' by-pass roads linking settlements with Israel, and other areas forbidden to Palestinians. Palestinians are confined to small fragmented areas resembling bantustans in an Israeli version of Apartheid.

Settlements: Israel has built over 200 settlements in the territories. Over 400,000 Israelis have moved onto Palestinian land. Many of the settlers are armed and aggressive extremists.

Home demolitions: Over 7000 Palestinian homes have been destroyed, leaving 30,000 people homeless.

THE Israeli prime minister Ariel Sharon wants to annex up to half of the West Bank under an unpublished plan for the Palestinian territories that he is drawing up with close advisers, a senior minister in his government has told The Telegraph.

The remarks by Ephraim Sneh, the transport minister, were a strong indication that Mr Sharon wants to see the creation of a divided and weakened Palestinian entity with far less land than envisaged under previous peace plans."
